Alabastar Clematis - Want to change location

My Alabastar clematis comes up every spring, has a few blossoms,then appears to "dry up." Obviously it is not doing well in its present location. I would like to move it. When is the best time to do this?

Before you move your clematis, consider that clematis "like their heads in the sun and their feet in the shade." Are you shading the roots with a shorter plant or a thick mulch? Are you fertilizing? I have no experience in moving clematis, so I can't help you there.
