Is there anyway to keep suckers from growing around the base of a tree?

As far as I know, nope. Best you can do is to buy a tree species/variety that doesn't sucker. Sorry!

It depends on the tree, those grafted seem to sucker more readily that non grafted trees do, but then the "silver maples" and willows I have sucker a lot. It may be that trees native to swampy areas have learned to do that over time.
